\nAfter talking about global internal security governance and global military
\nsecurity governance, I would like to talk further about specific international
\nanti-terrorism policy framework and key policies. The establishments of
\ninternational anti-terrorism policy framework and key policies are the
\nfoundation of international anti-terrorism policy and the policy foundations
\nfor all counter-terrorism measures. A
\nwell-designed anti-terrorism policy framework and key policies will be possible
\nto completely eliminate international terrorist activities. <\/b>Other policies
\nand policy frameworks for global internal security governance can also be
\nestablished in accordance with the discussion in this paper.<\/span><\/div>\n
\n<\/div>\n
\n2.     
\n<\/span><\/span><\/span><\/b>International Anti-Terrorism<\/span><\/b><\/div>\n
\n<\/div>\n
\n2.1.     
\n<\/span><\/span><\/span><\/b>History<\/span><\/b><\/div>\n
\n<\/div>\n
\nThe history of international anti-terrorism is linked to the emergence of
\ninternational terrorism. The definition of terrorism first appeared in English
\nwas in France
\nin 1798 [1]<\/sup>. In the 1880s, the British Ministry of the Interior set
\nup the first anti-terrorism unit <\/b>to
\ndeal with the militarization of the Irish Sinn Fein party [2]<\/sup>. The United Kingdom
\nenacted the first <<Anti-Violence
\nAct>><\/b> in 1939 to deal with the violence of Irish Republic Army[2]<\/sup>.
\nIn 2000 this act was amended as <<Terrorism
\nAct 2000>><\/b>[2]<\/sup>. The United States passed <<American Patriot Act>><\/b>
\nafter the September 11 terrorist attack[2]<\/sup>. Terrorism became an
\ninternational issue in 1934. The predecessor of the United Nations – the League of Nations, drafted and adopted an international
\nconvention on the prevention and punishment of terrorism in 1937, but was not
\nimplemented [3]<\/sup>. At present, there are 15 international conventions
\non anti-terrorism. On September 8, 2006, the United Nations Security Council
\nadopted the “global anti-terrorism
\nstrategy”<\/b>[3]<\/sup>. At present, many countries in the world have
\nenacted anti-terrorism bills, and most of them have established relevant
\nanti-terrorism agencies. China
\npassed its own <<Anti-Terrorism
\nAct>> <\/b>on December 27, 2015. China’s anti-terrorism organization
\nis Snow Leopard Commando<\/b>[2]<\/sup>.<\/span><\/div>\n
\n
\nThe world shocked international terrorism events happened in history were: the
\nMunich massacre incident in 1972, Lufthansa hijacking incident in 1977, the
\n2004 Air France incident, the 2002 Moscow Theater hostage incident, the 2004
\nthe <\/span>Beslanykau
\n<\/span>Middle School hostage incident, 2008 Mumbai terrorist
\nattacks. A series of recent terrorist attacks happened internationally are
\nlisted in the schedule in part 5<\/b>.<\/span><\/div>\n
\n<\/div>\n

\n<\/div>\n

\nThe foundation of
\ninternational anti-terrorism policy framework lies in:<\/span><\/b><\/div>\n
\n<\/div>\n
\n\u2022 The international community needs a peaceful development environment<\/span><\/div>\n
\n\u2022 Social members of every country need a safe living environment<\/span><\/div>\n
\n<\/div>\n
\n2.2.2.     <\/span><\/span><\/span><\/b>Strategy<\/span><\/b><\/div>\n
\n<\/div>\n
\nT<\/span>he international anti-terrorism strategy firstly is to prevent before
\nburning, to take management and control measures on international terrorist
\nevent planners and planned activities in advance. The key strategies for
\ninternational anti-terrorism are the interruption of communication command for
\nthe planned terrorist events (management
\nand control of communication)<\/b> and the interruption of terrorist operations
\n(management and control of transportation and borders). The international
\nanti-terrorism strategy also includes punishment on terrorists.<\/span><\/div>\n

          \nThe corresponding laws and regulations can be gradually established and
          \nimproved in accordance with international anti-terrorism policy framework, the
          \nrelevant mechanisms and departments can also be improved.<\/span><\/div>\n

          \nIn line with the above policy framework, the key policies of international

          • Monitoring or interruption of cross-border
            \n international calls<\/span><\/li>\n
          • Monitoring or interruption of cross-border social
            \n network<\/span><\/li>\n
          • Strengthen the firearm
            \nmanagement on high risk groups and individuals<\/span><\/li>\n<\/ul>\n

            \n\u2022 Management policies for any kind<\/u><\/b>
            \nforeign organizations and individuals may include:<\/span><\/div>\n
            \n<\/div>\n

            • Background investigation<\/span><\/li>\n
            • Motivation investigation<\/span><\/li>\n
            • Control of the activity scope (should reduce the possible contact of
              \n foreign terror command commuters with local high-risk groups)<\/span><\/li>\n<\/ul>\n

              \nThe content of this part has been fully emphasized by every country; I will not
              \nelaborate here any more.<\/span><\/div>\n

              \ncontent based on the punishment on terrorist<\/span><\/b><\/div>\n

              \n\u2022 Policies for persons directly involved in terrorist activities may include:<\/span><\/div>\n

                \n
              • Involved terrorists\u2019 oral confession <\/span>shall try to be got in order to get the witnesses <\/span>of terrorist activity planners<\/span><\/li>\n<\/ul>\n<\/div>\n
                \n
                \n\u2022 Policies for foreign terrorist activity planners shall include:<\/span><\/div>\n
                \n<\/div>\n
                  \n
                • Surveillance and evidence acquisition for persons involved in the
                  \n planning of terrorist activities in the third country<\/span><\/li>\n
                • Cross-border arrests and
                  \nlitigation of persons involved in the planning of terrorist activities in third
                  \ncountry (in case of having conclusive evidence, cross-border arrests can be
                  \nimplemented and litigation can be processed after obtaining the permission of
                  \nthird country’s security department\u2019s executive officer. This kind arresting
                  \nright and litigation right can be valid throughout the life of the crime suspect.
                  \nAnd if the suspect has passed away, the confirmed crime facts shall be
                  \ndelivered to the descendants of the crime suspect for showing punishment.)<\/span><\/li>\n<\/ul>\n

                  \n2.3.4. Policy framework content based on
                  \ninternational anti-terrorism cooperation<\/b> <\/span><\/span><\/div>\n
                  \n
                  \n\u00b7      <\/span><\/span><\/span>Cooperation and coordination
                  \nof the punishment on international terrorists (planners and actors)
                  \n(cross-border arrests and litigation) <\/b><\/span><\/p>\n
                  \n3. Precautions<\/b><\/span><\/div>\n<\/div>\n
                  \n
                  \nInternational anti-terrorism is a very important international issue. But it
                  \nshould be noted that it can not thus affect the democratic
                  \nright <\/span>of ordinary citizens in any country. International anti-terrorism
                  \npolicy can not be abused; ordinary citizen can not be treated as terrorist
                  \nsuspect. On the other hand, when national security interest is conflicted with
                  \nindividual citizen\u2019s democratic right, the individual’s democratic right should
                  \ngive way to the security interest of the country.<\/span><\/div>\n
                  \n
                  \n4. Conclusion<\/b><\/span><\/div>\n
                  \n
                  \nInternational anti-terrorism is a difficult and long-term task, but terrorist
                  \nincident can not be said that it can not be completely eliminated. Establishing sound international
                  \nanti-terrorism policy framework, establishing comprehensive international
                  \nanti-terrorism policy system is not only very necessary, but also is the first
                  \npriority.<\/b> The key anti-terrorism policy should include the prevention and
                  \nstop of terrorist incident planning activities, the interruption of the
                  \ntransmission of terrorist activity commands, and so on. It is important to have
                  \npunishment policy on direct participators in terrorist activities, but it is
                  \neven more important to have punishment policies on the planners of terrorist
                  \nactivities. To eliminate the terrorist activities, we have to resolve terrorist
                  \nmotivations as much as possible, to resolve the possible contradictions and
                  \nconflicts of interest. Terrorist activity is a kind devastating activity that
                  \nis detrimental to others while having no benefits for the terrorists
                  \nthemselves. I also advise those who are keen on making terrorist events to hold
                  \nthe horse before the cliffs, to be able to do something that is beneficial for
                  \nthemselves and for others, to be able to give some contributions to the peace
                  \nand the security of the world which they should.<\/span><\/div>\n
