\n<\/span><\/span><\/span><\/b>Introduction<\/span><\/b><\/div>\n

\n<\/span><\/b>At present, not only terrorist incidents occur frequently
\naround the world, regional military conflicts continue in some areas. Potential
\nregional military conflicts are also happening now and then. This can not be
\nworried by every one of us who cares about the world peace. Therefore, we also
\nneed to reflect on the mechanism of global military security governance, we need to develop and improve our existing
\nglobal military security governance mechanism, so as to comprehensively improve
\nthe global security management mechanism, <\/b>improve the management level,
\nprevent regional conflicts, maintain the world peace, and protect the peaceful
\nbuildup of every country in the world. Here I would like to present my
\nelaboration on this issue and hope that my thinking will provide a useful
\nsolution to the issue of global military
\nsecurity governance<\/b>.<\/span><\/div>\n
\n<\/div>\n
\n2.     
\n<\/span><\/span><\/span><\/b>Global Military Security Governance<\/span><\/b><\/div>\n
\n<\/div>\n
\n2.1.     
\n<\/span><\/span><\/span><\/b>Definition<\/span><\/b><\/div>\n
\n<\/div>\n
\nGlobal
\nmilitary security governance<\/span><\/b> mainly refers to the
\nestablishment of a global military deterrence mechanism, military intervention
\nmechanism, military cooperation and military exercise mechanism to prevent and
\neliminate regional conflicts, safeguard world peace, and so on.<\/span><\/div>\n
\n<\/div>\n
\n2.2.     
\n<\/span><\/span><\/span><\/b>Roles<\/span><\/b><\/div>\n
\n<\/div>\n
\nGlobal
\nmilitary security governance<\/span><\/b> can provide further
\nprotection for the military security of each country at the international
\nlevel; provide an effective international cooperation mechanism for deterrence
\nand prevention of possible regional conflicts, when necessary, under the
\nsupport of international law or the United Nations resolution, carry out
\nappropriate regional military interventions to maintain regional peace. The
\nmain role of global military security
\ngovernance<\/b> is to establish a military exercise system and a military
\ncooperation system on global scale; create conditions for the development of
\nmilitary personnel exchanges and friendships in various countries; create
\nconditions for cultivating and creating military talents with international
\nperspectives.<\/span><\/div>\n
\n<\/div>\n
\n2.3.     
\n<\/span><\/span><\/span><\/b>Content<\/span><\/b><\/div>\n
\n<\/div>\n
\n2.3.1.    
\n<\/span><\/span><\/span><\/b>Organizational structure<\/span><\/b><\/div>\n
\n<\/div>\n
\n2.3.1.1.     
\n<\/span><\/span><\/span><\/b>The United Nations Military Security Agency<\/span><\/b><\/div>\n
\n<\/div>\n
\nAs global internal security governance, global military security governance
\ncan also be managed by a special agency in the United Nations, which can be named
\nas the United Nations Military Security
\nAgency<\/b>. The United Nations Military
\nSecurity Agency<\/b> is responsible for
\nmanaging all matters relating to global military security, which include the
\ndeployment and management of the United Nations military security forces. <\/b>The
\njurisdiction of the Global Military
\nMigration Management Department,<\/b> which I mentioned earlier, can also be
\nattributed to this agency.<\/span><\/div>\n
\n<\/div>\n
\n2.3.1.2.     
\n<\/span><\/span><\/span><\/b>The United Nations Military Security Force<\/span><\/b><\/div>\n
\n
\n<\/span><\/b>At present, the most well-known organization involved in
\nglobal military security governance is the
\nUnited Nations peace-keeping force [1]<\/sup>.<\/b> The United Nations
\nPeacekeeping Force was established in June 1948. Since 1948, a total of 130 countries<\/b> have provided military
\nand police force for it, more than 1
\nmillion<\/b> soldiers or police officers had served under in its flag. The
\ncontribution of this organization to world peace is remarkable. But there is a
\nproblem, that is, the deployment of United Nations peacekeeping forces is
\ngenerally carried out after the occurrence of regional conflicts. This
\nmechanism is meaningless for the prevention of regional conflicts. Of cause
\npeacekeeping operations after regional conflicts are undoubtedly high cost, high risk and high price<\/b>.
\nThis is the question of the existing global military security governance
\nmechanism.<\/span><\/div>\n
\n
\nThis organization can be gradually transformed to the global military security
\nforces, its name can be renamed as: the
\nUnited Nations military security forces<\/b>. Its roles can be gradually transitioned from peacekeeping to the
\nprevention of regional conflicts<\/b>. This force can be pre-deployed in
\npotential areas where conflict occurs, which can greatly increase the response
\nspeed for corresponding to the crisis<\/span>.<\/span><\/div>\n
\n<\/div>\n
\n2.3.2.    
\n<\/span><\/span><\/span><\/b>Deployment and defense structure<\/span><\/b><\/div>\n
\n<\/div>\n
\n2.3.2.1.     
\n<\/span><\/span><\/span><\/b>Plane structure<\/span><\/b><\/div>\n
\n<\/div>\n
\n24 fulcrums<\/span><\/b> (including hot spots) can be selected globally, each fulcrum can be
\ndeployed 1200 people<\/b>; such 1200
\npeople can come from 3 to 4 countries. The practice can learn from the practice
\nof the existing United Nations peacekeeping force. The maximum length of each
\ngarrison can be three years<\/b>. All
\nUnited Nations Member States should have the opportunity to provide military
\nforce to the United Nations military security force and to participate in the
\nmilitary deployment of 24 fulcrums in a rotation<\/span>.<\/span><\/div>\n
\n
\n24 fulcrums shall make full use of existing military facility resources.<\/span><\/div>\n
\n<\/div>\n
\n2.3.2.2.     
\n<\/span><\/span><\/span><\/b>Branch structure of armed force<\/span><\/b><\/div>\n
\n<\/div>\n
\nIn 24 different fulcrums, mixed configuration of multiple branch of armed
\nforce shall be considered as much as possible. A single fulcrum can be
\nconsisted with a single branch of armed force, but it can also consisted with
\nmultiple branched of armed forces.<\/span><\/div>\n
\n<\/div>\n
\n2.3.2.3.     
\n<\/span><\/span><\/span><\/b>Spatial structure<\/span><\/b><\/div>\n
\n
\n<\/span><\/b>The space structure mainly refers to that the United
\nNations military security force shall include the cooperation mechanism of
\nnavy, air force and outer space forces. Of course, Resources for space
\nstructure deployment can be mainly provided by the military power countries,
\nhere mainly including the United Nations Security Council member states.<\/span><\/div>\n
\n<\/div>\n
\n2.3.3.     
\n<\/span><\/span><\/span><\/b>Military Funding<\/span><\/b><\/div>\n
\n
\n<\/span><\/b>As global military
\nsecurity governance<\/b> mainly is a conflict prevention and deterrence
\nmechanism, military cooperation and military exercise mechanism, therefore,
\nthere is a certain role of campus<\/b>,
\nso its funding should be borne by all participating countries themselves, the
\nfulcrum countries should try to provide fulcrum resources in a free style. This
\ncan also be addressed in the light of the existing practice of the United
\nNations.<\/span><\/div>\n

\n2.3.4. Main work<\/b><\/span><\/div>\n

\nThe United Nations Security Council and the Regional Security Council are both
\ninternational organizations to resolve disputes and deal with regional
\nconflicts. And the United Nations military security force is fundamental
\nconflict prevention and deterrence mechanism, the establishment of this
\nmechanism will greatly reduce the occurrence of regional conflicts. Cooperation
\nbetween them can be carried out through the
\nUnited Nations Military Security Agency<\/b>.<\/span><\/div>\n

\n4. Relationship with the Resident
\nCountry<\/b><\/span><\/div>\n
\n
\n<\/span><\/b>The relationship between the United Nations military security force<\/b> and the fulcrum country
\nis a cooperative relationship, but the United Nations military security force
\nonly accept orders from their superiors. In peaceful time, the United Nations
\nmilitary security forces should, as far as possible, participate in the
\nconstruction and development of fulcrum countries in different ways, especially
\nin emergency affairs, such as flood fighting and relief, and so on. The United
\nNations military security force can also participate in military education in
\nthe fulcrum countries in different ways.<\/span><\/div>\n

\n5. Meaning<\/b><\/span><\/div>\n

\n<\/span><\/b>The significance of the improvement of the global
\nmilitary security governance mechanism lies in:<\/span><\/div>\n

\n\u2022 Can turn the confrontation of large country military groups into
\ncooperation<\/span><\/div>\n
\n\u2022 Can turn the peacekeeping after regional conflicts into advance
\nprevention<\/span><\/div>\n
\n\u2022 Establish multi-dimensional global military cooperation system<\/span><\/div>\n
\n\u2022 Establish multi-dimensional global military defense system<\/span><\/div>\n
\n\u2022 Establish global military exchange and cooperation mechanism<\/span><\/div>\n
\n\u2022 Establish global military education mechanism<\/span><\/div>\n
\n\u2022 Can make the
\nrelationship between the United Nations and the member states to be more
\nspecific and closer<\/span><\/div>\n

\n6. Conclusion<\/b><\/span><\/div>\n
\n
\nThe concept of global military security governance<\/span><\/b>
\nis a major contribution to the international security system, it is also an
\nimportant content of Beizhan Global
\nGovernance Thought, <\/b>renaming the United Nations peace-keeping force to the United Nations Military Security Force,
\n<\/b>establishing the United Nations Military
\nSecurity Agency,<\/b> achieving global military deployment, will help to
\nstraighten out the relationship, turn peacekeeping after regional conflicts to
\nadvance prevention, its significance is significant and multifaceted. The
\nUnited Nations will also achieve more effective management of the world and to
\nraise its authority of international governance.<\/span><\/div>\n
