\nDuring recent period, <\/span><\/b>the horrific terrorist
\nattacks appeared in Europe and around the world, this is really shocking and
\nindignant, at the same time, people around the world have raised concerns among
\ntheir own safe living environment, especially for European people, it is even
\nmore so. After addressing the issues of
\nglobal migration management <\/b>and global
\ntrade management<\/b>, according to public interests I would like to elaborate
\non this issue which I have not always been interested in. I hope that my
\nthinking can provide a useful solution for the global security governance<\/b> issue.<\/span><\/div>\n
\n
\n2. The Current Status of Global Security
\nGovernance<\/b><\/span><\/div>\n
\n
\n<\/span><\/b>On the current status of global security governance,
\nregional conflicts are mainly managed by the UN Security Council and <\/span>United Nations peace-keeping force<\/span><\/span>. The United States,
\nas an independent volunteer and member of some regional groups, regularly
\nappears in the world to voluntarily fulfill its international obligations as a
\ngreat power country. At present, countries with foreign garrison are: the United States, Britain,
\nFrance, Russia, and so
\non [1]<\/sup>. This is the current status of global military security governance<\/b>.<\/span><\/div>\n
\n
\nIn speaking of global internal security governance, nobody has proposed such
\nkind concept since internal security governance is sovereign right and internal
\naffair of every country. Global internal security cooperation mainly is
\nfulfilled by International Criminal
\nPolice Organization <\/b>[2]<\/sup>. This is the current status of global internal security governance<\/b>.<\/span><\/div>\n
\n
\n3. The Content of Global Security
\nGovernance <\/b><\/span><\/div>\n
\n
\n<\/span><\/b>Global security governance should be a core element of
\nglobal governance, and global security governance should provide effective
\ninternational protection for the safe lives of people around the world. Global
\nsecurity governance should also be integrated under the framework of global
\ngovernance, which is another aspect of the country form development of the
\nUnited Nations. Global security governance should mainly include two aspects,
\none is the global military security
\ngovernance<\/b>, one is the global
\ninternal security governance<\/b>. In this article, I would like to elaborate on
\nthe topic of global internal security
\ngovernance<\/b>.<\/span><\/div>\n

\n4. Global Internal Security Governance<\/b><\/span><\/div>\n
\n
\n4.1. Definition<\/span><\/b><\/div>\n
\n
\nGlobal internal security governance<\/span><\/b> mainly refers to
\nglobal management mechanisms and means for management and control on
\ncross-border criminal activity and personnel, here it mainly includes:
\ninternational anti-terrorism, international anti-graft, international
\nanti-corruption, international anti-drug, international anti-smuggling,
\ninternational anti-money laundering, international anti-fraud, international
\nanti-pornography, international anti-conspiracy, and so on.<\/span><\/div>\n
\n<\/div>\n
\n4.2 Roles<\/span><\/b><\/div>\n
\n
\nGlobal internal security governance<\/span><\/b> can provide further
\nprotection for the internal security of each country at the international
\nlevel, can provide an effective international cooperation mechanism, can
\nprevent international crime and international terrorist plot, and can speed up
\nthe handling speed of foreign-related crimes.<\/span><\/div>\n

\n4.3. Contents<\/b><\/span><\/div>\n

\n4.3.1. Organizational structure<\/span><\/b><\/div>\n
\nIn terms of the organization of global internal security
\ngovernance, it is possible to integrate resources on the basis of existing
\ninternational organizations, the International
\nCriminal Police Organization can be integrated into the management of the
\nUnited Nations<\/b>, or at least a
\nguiding relationship can be established<\/b>, its name can be renamed as the International Internal Security Agency<\/b>.<\/span><\/div>\n

\nnational central offices in every country can be converted into the national central office under the
\njurisdiction of the International Internal Security Agency<\/b>.<\/span><\/div>\n

\n5. Conclusion<\/b><\/span><\/div>\n
\nThe concept of global
\ninternal security governance<\/b> is a major contribution to the international
\nsecurity system; it is also an important content of Beizhan Global Governance Thought<\/b>. The integration of the
\nInternational Criminal Police Organization into the United Nations will help to
\nstraighten out relationships, integrate resources and use the United Nations
\nMechanism for more accurate security management. The United Nations will also
\nachieve more effective management of the world and raise its authority of
\ninternational governance.<\/span><\/div>\n

\n\u8fd1\u4e00\u4e2a\u65f6\u671f\u4ee5\u6765\uff0c\u5728\u6b27\u6d32\u53ca\u4e16\u754c\u5404\u5730\u4e0d\u65ad\u5730\u51fa\u73b0\u60ca\u4eba\u9a87\u4e16\u7684\u6050\u6016\u88ad\u51fb\u4e8b\u4ef6\uff0c\u5b9e\u5728\u4ee4\u4eba\u9707\u60ca\u548c\u6124\u6168\uff0c\u540c\u65f6\u53c8\u4ee4\u5404\u56fd\u4eba\u6c11\u5bf9\u81ea\u8eab\u7684\u5b89\u5c45\u73af\u5883\u611f\u5230\u62c5\u5fe7\uff0c\u5c24\u5176\u662f\u5bf9\u6b27\u6d32\u4eba\u6c11\u6765\u8bb2\uff0c\u5219\u66f4\u662f\u5982\u6b64\u3002\u5728\u89e3\u51b3\u4e86\u5168\u7403\u8fc1\u5f99\u7ba1\u7406<\/b>\u548c\u5168\u7403\u8d38\u6613\u7ba1\u7406<\/b>\u7684\u8bae\u9898\u540e\uff0c\u6211\u60f3\u5728\u6b64\u5bf9\u4e8e\u8fd9\u4e2a\u6211\u4e00\u5411\u4e0d\u592a\u611f\u5174\u8da3\u7684\u8bae\u9898\u4f9d\u636e\u516c\u4f17\u5229\u76ca\u6765\u8fdb\u884c\u9610\u8ff0\u3002\u5e0c\u671b\u6211\u7684\u601d\u60f3\u80fd\u591f\u4e3a\u5168\u7403\u5b89\u5168\u6cbb\u7406<\/b>\u8fd9\u4e00\u8bae\u9898\u63d0\u4f9b\u6709\u76ca\u7684\u89e3\u51b3\u65b9\u6848\u3002<\/span><\/span><\/div>\n

\n\u5c31\u76ee\u524d\u7684\u5168\u7403\u5b89\u5168\u6cbb\u7406\u73b0\u72b6\u6765\u770b\uff0c\u5730\u533a\u6027\u51b2\u7a81\u4e3b\u8981\u7531\u8054\u5408\u56fd\u5b89\u7406\u4f1a<\/span>\u548c<\/span><\/span>\u8054\u5408\u56fd\u7ef4\u6301\u548c\u5e73\u90e8\u961f<\/span>\u6765\u8fdb\u884c\u7ba1\u7406\u3002\u7f8e\u56fd\u4f5c\u4e3a\u72ec\u7acb\u7684\u81ea\u613f\u7ba1\u7406\u8005\u548c\u533a\u57df\u96c6\u56e2\u7684\u6210\u5458\uff0c\u7ecf\u5e38\u6027\u5730\u51fa\u73b0\u5728\u4e16\u754c\u5404\u5730\u81ea\u613f\u5730\u5c65\u884c\u5176\u4f5c\u4e3a\u5927\u56fd\u7684\u56fd\u9645\u4e49\u52a1\u3002\u76ee\u524d\uff0c\u5728\u5916\u62e5\u6709\u9a7b\u519b\u7684\u56fd\u5bb6\u6709\uff1a<\/span>\u7f8e\u56fd\uff0c\u82f1\u56fd\uff0c\u6cd5\u56fd\uff0c\u4fc4\u7f57\u65af\uff0c\u7b49\u7b49<\/span>[1]<\/span><\/sup>\u3002\u8fd9\u5c31\u662f\u76ee\u524d\u5168\u7403\u519b\u4e8b\u5b89\u5168\u6cbb\u7406<\/b>\u7684\u73b0\u72b6\u3002<\/span><\/div>\n
