\n1 Introduction<\/o:p><\/span><\/b><\/div>\n
\n
\n<\/span><\/b>In the current macroeconomic theory, normally Domestic Gross Produce (GDP)<\/b> is used
\nfor the assessment of a country’s national economic development. For the
\nachievement of a country\u2019s national economic development concerned, this
\neconomic indicator is undisputed. However, will countries with same Domestic
\nGross Product (GDP) have the same operation expense, especially the same
\nenvironmental cost? The answer is certainly negative. Therefore, only using
\nDomestic Gross Product (GDP) this one economic indicator to describe a
\ncountry’s economic development is not enough, to comprehensively assess a
\ncountry’s national economy, we also need economic indicator of national
\neconomic operation cost, which also includes economic indicator of
\nenvironmental cost. In considering of this, I hereby propose the establishment of the economic indicators of GROSS <\/b><\/span>DOMESTIC COST<\/span><\/b> (GDC) and GROSS <\/span><\/b>DOMESTIC ENVIRONMENTAL
\nCOST<\/span><\/b>
\n(GDEC)<\/span><\/b> to totally measure the development status of a country\u2019s
\nnational economy. I hereby also propose a unique concept of national
\nenvironment index (NEI)<\/b>, and will
\nfully elucidate the establishment of macroeconomic evaluation system. In this
\narticle, I will propose the concept of Eco-environmental
\nCost Theory <\/b>for the <\/b>first time,
\nand will clarify it simply.<\/o:p><\/span><\/div>\n

\n2. Macroeconomic Evaluation System<\/o:p><\/b><\/span><\/div>\n
\n
\n2.1 The Principle of Establishing Macroeconomic Evaluation Index<\/o:p><\/span><\/b><\/div>\n
\n
\nEstablishing indicators of macroeconomic evaluation system shall be based on
\nthe following principles:<\/o:p><\/span><\/div>\n
\n<\/div>\n
    \n
  • Objectiveness – The evaluation object shall be an objective reality<\/o:p><\/span><\/li>\n
  • Comprehensiveness \u2013 The evaluation indicators shall cover all aspects
    \n of macroeconomic development<\/o:p><\/span><\/li>\n
  • Measurement – The evaluation indicator can be calculated on the basis
    \n of economic facts<\/o:p><\/span><\/li>\n<\/ul>\n

    \n2.2. Macroeconomic Evaluation Indicators<\/o:p><\/b><\/span><\/div>\n
    \n
    \nBased on the above three principles, the comprehensive macroeconomic evaluation
    \nindicators shall include:<\/o:p><\/span><\/div>\n

    \n2.2.1 Outcome Indicator<\/b> \u2013 An
    \neconomic indicator used to reflect the outcome of the national economic development
    \n(GDP)<\/o:p><\/span><\/div>\n
    \n
    \n2.2.2 Cost Indicator<\/b>– An economic
    \nindicator used to reflect the cost of the national economy development (GDC)<\/o:p><\/span><\/div>\n
    \n
    \n2.2.3 Environmental Indicator<\/b> \u2013 An
    \neconomic indicator used to reflect the environmental costs of the national
    \neconomic development (GDEC)<\/o:p><\/span><\/div>\n
    \n
    \n2.2.4 Benefit Indicator<\/b> \u2013 An
    \neconomic indicator used to reflect the market conversion rate of the outcome of
    \nnational economic development<\/o:p><\/span><\/div>\n

    \n2.2.5 Efficiency Indicator<\/b> – An
    \neconomic indicator used to reflect the efficiency of the national economy
    \ndevelopment<\/o:p><\/span><\/div>\n

    \n2.2.6 Participation Indicator<\/b> – An
    \neconomic indicator used to reflect the degree of citizen participation in
    \nnational economic development<\/o:p><\/span><\/div>\n

    \nindicator to reflect the value content of outcome of the national economic

    \nIn view of fresh proposition of GROSS
    \nDOMESTIC ENVIRONMENTAL COST (GDEC)<\/b>, we need to calculate the various
    \nenvironmental costs related to macroeconomic development based on facts, based
    \non this, I will advocate to unitedly naming all such kind academic knowledge as
    \nEco-environmental Cost Theory<\/b>, thus
    \nmaking it an independent subdiscipline<\/span> in
    \nmacroeconomic theory.<\/o:p><\/span><\/div>\n

    \n3.1 Definition<\/o:p><\/span><\/b><\/div>\n
    \n<\/div>\n
    \nEco-environmental Cost
    \nTheory<\/span><\/b> is an independent
    \nsubdiscipline<\/span> of macroeconomic theory; it mainly
    \nconducts research, analysis and calculation of various environmental costs
    \ninvolved in macroeconomic development based on facts<\/b>. The research and
    \ncomputing results of Eco-environmental
    \nCost Theory<\/b> will provide strong support for the final result of
    \nenvironmental indicator of the national economic development (GDEC<\/b>).<\/o:p><\/span><\/div>\n

    \nThe proposition and development of
    \nEco-environmental Cost Theory can further improve macroeconomic theory, can
    \nprovide detailed theoretical basis for the macroeconomic evaluation system and
    \nenvironmental assessment indicators.<\/b> And accordingly it can provide more
    \nobjective and comprehensive evaluation of macroeconomic development, the cost
    \nof development, provide a more objective evaluation of citizen\u2019s produce,
    \nacquisition and loss.<\/o:p><\/span><\/div>\n

    \n4. Development of Economic Theory<\/o:p><\/b><\/span><\/div>\n
    \n
    \nHere additionally I would like to talk about my views on the development of
    \neconomic theory:<\/o:p><\/span><\/div>\n
    \n
    \n4.1 Economic theory and economic management
    \ntheory shall be appropriate<\/span>ly separated;<\/o:p><\/b><\/span><\/div>\n
    \n
    \n4.2. Economic theory shall be based on facts, and shall not be based on
    \nassumptions, I advocated the establishment of “Touchable Economy”
    \nsince 2011; of cause, it is consistent with econometrics in the academy;<\/o:p><\/span><\/b><\/div>\n
    \n<\/div>\n
    \n4.3 In the case of fact
    \nbased, all economic theories (including macroeconomic and microeconomic) can be
    \nunified as one economic theory;<\/o:p><\/span><\/b><\/div>\n
    \n
    \n4.4. Developing unified economic theory shall be the same as developing
    \ninformation and communication science, establishing different task forces,
    \nestablishing unified classifications, unified database, unified model
    \nlibraries. Regarding the classification of issue set of economic theory, its
    \nscope shall be limited, but the size of the data to be researched may be relatively
    \ntremendous;<\/o:p><\/span><\/b><\/div>\n
    \n
    \n4.5 Economic management theory is the specific application of control theory in
    \neconomic theory, there is nothing but four: free model, the intervention model,
    \nplanning model, mixed model. Developing economic management theory shall also
    \nbe the same as developing information and communication science, establishing
    \ndifferent task forces,  establishing
    \nunified classifications, unified database, unified model libraries;<\/o:p><\/span><\/b><\/div>\n
    \n
    \n4.6.<\/b> This unified standard theory development mode will make economic theory
    \nand economic management theory to be developed more faster, more scientific,
    \nthus greatly promote the improvement of the economic management level of all
    \nlevels of government across the world, promote the stable development of every
    \ncountry\u2019s national economies across the world, prevent the repeat of economic
    \ncrisis;<\/b><\/o:p><\/span><\/div>\n
    \n
    \n5. Summary<\/o:p><\/b><\/span><\/div>\n
    \n<\/div>\n
    \nMacroeconomic development shall establish more comprehensive economic
    \nindicators. In this paper the author proposed the principles of establishing
    \nevaluation indicators of macroeconomic evaluation system, proposed eight
    \nmacroeconomic evaluation indicators in accordance with these principles. The
    \nauthor further clarifies the cost indicator and environmental indicator of
    \nmacroeconomics. On this basis, the author proposed the establishment of Eco-environmental Cost Theory<\/b>. The
    \nauthor also made a few additional comments on the development of economic
    \ntheory and economic management theory, and advocated the establishment of
    \nunified economic theory and economic management theory (Beizhan School of Thought<\/b>). Unified economic theory and economic
    \nmanagement theory will provide strong theoretical support for the economic
    \ndevelopment of we all owned the spacecraft sailing in the space, provide a
    \nstrong theoretical guarantee for the common prosperity of the world economy and
    \ncommon development.<\/o:p><\/span><\/div>\n
